Purpose of Fees, Fines & Penalties

CJSL encourages all member clubs to comply with league rules, policies, procedures, and deadlines. Fees, fines, and penalties are intended to promote accountability, support league operations, and ensure fair competition. Clubs that meet their obligations and communicate proactively with the league should not expect to incur fines or penalties.

Administrative Fees, Fines & Penalties

AGM Absence$200Failure to attend the Annual General Meeting or failure to provide written notice at least seven days in advance.
Claim – Player Eligibility / Registration$100 per playerClaims involving incorrect, missing, suspended, or otherwise ineligible player registration.
Failure to Appear / Forfeit$200 + referee feesEach subsequent forfeit by the same team during the same seasonal year adds an additional $50 fine.
Game Change Request (GCR) $0 (7+ Days)

Requests submitted at least seven (7) days before the scheduled match are free of charge. Requests submitted fewer than seven (7) days before the scheduled match are subject to a $100 administrative fee.
Failure to Comply with League Directive or Hearing Notice$100Failure to comply with an official CJSL directive, hearing notice, or league instruction.
Ineligible Player$1,500 per occurrenceUse of an unregistered, suspended, or otherwise ineligible player.
Ineligible Players Used by Both Clubs$1,000 per clubWhen both clubs knowingly use ineligible players in the same match.

Zero Tolerance – Verbal Abuse Toward Referee (18+) $250 (1st Offense)

Assessed to the responsible club under CJSL's Zero Tolerance Policy for verbal abuse directed toward a referee eighteen (18) years of age or older by any coach, player, team official, parent, spectator, club official, or affiliated individual.
Zero Tolerance – Verbal Abuse Toward Referee (Under 18) $750 (1st Offense)

Assessed to the responsible club under CJSL's Zero Tolerance Policy for verbal abuse directed toward a referee under eighteen (18) years of age by any coach, player, team official, parent, spectator, club official, or affiliated individual.
Zero Tolerance – Physical Abuse Toward Referee $500 (Referee 18+)

Assessed to the responsible club under CJSL's Zero Tolerance Policy for physical abuse directed toward a referee by any coach, player, team official, parent, spectator, club official, or affiliated individual. Additional disciplinary action and referral to governing organizations may apply.
Racial, Discriminatory or Derogatory Conduct $1,000 per occurrence Assessed to the responsible club for any racial, discriminatory, hateful, or derogatory comments, gestures, conduct, or behavior by a coach, player, team official, parent, spectator, club official, or affiliated individual. Additional disciplinary action, including suspension and referral to governing organizations, may apply.
Registration Fraud / Falsification of RecordsMinimum $1,000 per incidentFalsification of player, coach, team, or club registration records.
Repeat Ineligible Player Offense$1,500 per occurrenceTogether with any additional disciplinary action deemed appropriate by the league.

Payment Obligations & Bad Standing

Fine Payment

All fines, referee fees, administrative fees, and league assessments shall be posted directly to the club's league registration platform account for automatic processing.

Member clubs are responsible for maintaining a valid payment method on file at all times. Failure to maintain a valid payment method, refusal of payment, chargebacks, or failure to satisfy league financial obligations may result in additional disciplinary action, including placement in Bad Standing.
Bad Standing

CJSL reserves the right to place any club, team, coach, player, administrator, or affiliated individual in Bad Standing for failure to comply with league rules, policies, directives, disciplinary decisions, or financial obligations.

Any club, team, or individual placed in Bad Standing shall be notified by the league and advised of any required corrective action.

While in Bad Standing, the club, team, or individual may be subject to restrictions including, but not limited to, suspension from league activities, denial of registration or scheduling privileges, ineligibility for awards or post-season competitions, withholding of league services, and referral to governing organizations for further action.
Authority to Amend Fees:
The CJSL Executive Board shall have the authority to establish, amend, increase, decrease, or waive registration fees, fines, penalties, referee fees, player fees, coaching fees, and administrative charges as deemed necessary for the operation of the league. Any changes shall be published through official league communications and shall become effective upon approval by the Executive Board unless otherwise stated.
