The Cosmopolitan Junior Soccer League (CJSL) is the oldest youth soccer leagues in the United States, founded in 1933. CJSL is affiliated with ENYYSA (Eastern New York Youth Soccer Association) and US Youth Soccer, and serves clubs throughout New York City and surrounding areas.
CJSL provides elite travel, developmental 4v4 events , and girls-only competition pathways, with a strong emphasis on competitive balance, player development, referee respect, and administrative compliance.

Clubs applying for CJSL membership must meet minimum league standards related to team structure, facilities, coaching, and governance.
New clubs are expected to register a minimum of two teams. Clubs with only one team may be granted conditional acceptance, provided a second team is formed within one year. Failure to meet this requirement may result in the club being unable to register teams in the following season.
Applicants must provide proof of access to a home field, including a valid field permit. The field must be suitable for league play and capable of hosting at least two consecutive home matches.
Clubs are required to submit their club philosophy and player development approach, along with a list of coaches and their credentials. All coaches must meet ENYY/US Soccer requirements, including background checks, SafeSport, Heads Up training, and the minimum Grassroots coaching license.
As part of the vetting process, all new clubs must participate in a virtual meeting with CJSL. Clubs transitioning from another league may be reviewed for any prior competitive or administrative issues.
Final approval for new clubs is determined by CJSL member clubs at an official Delegates Meeting or Annual General Meeting (AGM), held annually in June and December.

CJSL D-League / 4v4 Developmental Program

CJSL schedules are structured to support player development, consistent competition, and seasonal field availability across all programs.

Coaches
Coaches in CJSL must meet all U.S. Soccer and ENYYSA Safe Soccer requirements in order to be approved for league play.

Managers & Club AdministratorsManagers and Club Administrators are only required to complete a Background Check to be affiliated with CJSL.
No coaching license, SafeSport training, or concussion training is required unless the individual is also listed as a coach.

Divisions are based on prior standings, competitive history, registration data, and league review.
CJSL uses promotion and relegation principles between seasons. Fall Season is used to determine Spring Season alignments.

Beginning Fall 2026, as per USYSA youth teams will transition from the current calendar-year(January 1-December 31) model to a seasonal-year (August 1-July 31) model, grouping players by birthday accordingly.

Teams must be placed based on prior season standings.
1st–3rd place: move up in division level.
Losing records: move down in division level.
Competitive records: remain at division level
CJSL reviews all registrations and may adjust placement to maintain competitive balance.

Player Registration Fees
$26 per player – CJSL / ENYYSA / US Youth Soccer carding & insurance
$10 per player – Recreational / developmental carding (when applicable)
Players must be registered and carded in the correct CJSL carding event in GotSport before participating in any match.
Coach Registration & Compliance Requirements
There is no fee to add or register coaches in GotSport
Coaches must complete the following four required compliance items (fees may apply through providers):

Minimum U.S. Soccer Grassroots Coaching License
Non-compliant coaches will not be approved and will not appear on match-day rosters.

Official referee fee schedules must be followed:

Each team is responsible for half of the referee fee
Referees are paid on match day
Failure to pay referees will result in a forfeit, fines and disciplinary action

Clubs must ensure:
Printed official match-day roster (2 Hard Copies) 1 to be given to the Referee and the other to the Opponent prior to the start of the match. No Digital Rosters allowed.
Only properly registered and approved players and coaches that are on the roster can be on the sideline. No Handwritten players allowed.

The winning club is responsible for entering the score
If the match ends in a tie, both teams must enter the score
CJSL reviews and finalizes all results in GotSport.

Matches are played rain or shine unless a field is officially closed by the field owner or municipality.
The home team is responsible for ensuring the field is open, permitted, and playable, and must notify both the league and the opponent at least two (2) hours prior to kickoff of any weather-related field closure. A CJSL Weather Cancellation Form is required for all weather cancellations.
All weather-related decisions and procedures must follow the official CJSL Weather Policy.

CJSL enforces strict sideline behavior standards in accorance with US Soccer Policy 531-9. Clubs and coaches are responsible for their sidelines. Violations result in disciplinary action, including fines and suspensions.
