CJSL Player Movement Policy

Putting the Player First – Stability, Transparency, Development

The Cosmopolitan Junior Soccer League (CJSL) Player Movement Policy is designed to support player development while maintaining stability and professionalism across all clubs.

These guidelines apply to CJSL league only and ensure that all player movement is handled respectfully, transparently, and in the best interest of the player.

Overview & Commitment

  • Once a player is registered and payment is completed in GotSport, they are committed to their club for the CJSL season.
  • Stability is strongly encouraged for at least half a season.
  • CJSL prioritizes long-term player development over short-term movement.

Player Transfers

Transfers are only permitted:

  • During official open transfer windows (see Transfer Calendar Below)
  • With CJSL approval

Requirements:

  • Club-to-club communication must occur first
  • No direct player or family contact is permitted
  • All requests must be documented via email
  • A Player Release Form must be completed

Special Transfers (Outside Closed Window)

May be considered for:

  • Lack of playing time
  • Player development concerns
  • Negative team or club environment

Will NOT be approved if:

  • Outstanding financial obligations exist (registration fees, uniform fees, tournament fees, etc.)
  • The current team drops below minimum roster requirements

Financial Obligation Policy:

  • No player transfer will be approved if the player has any outstanding financial obligation to their current club.
  • This includes, but is not limited to: registration fees, uniform fees, tournament fees, or any agreed club expenses.
  • The current club must provide proof of a signed agreement from their registration system, including a record of payments made and any outstanding balance.

Open Transfer Windows

July 1 – August 31
January 1 – February 28
Closed Periods

September 1 – December 31
March 1 – June 30

During closed periods, no direct player contact is permitted. Only club-to-club discussions may take place.

Communication Standards

  • All communication must be professional and respectful
  • Clubs must contact each other before any player movement discussions
  • Direct recruitment of players is not permitted
  • CJSL monitors all activity and communication

CJSL Authority

  • CJSL has full authority to approve or deny all transfer requests
  • CJSL may intervene in disputes between clubs
  • All decisions are final and based on league policy

Disputes & Enforcement

  • All transfer-related disputes must be submitted to CJSL in writing by the club.
  • The club claiming outstanding financial obligations must provide supporting documentation.
  • Documentation must include proof of a signed agreement and a clear payment history.
  • CJSL will review all submitted materials and may request additional information if needed.
  • Failure to provide sufficient documentation may result in the transfer being approved.
  • CJSL reserves full authority to make a final and binding decision on all disputes.
