CJSL Zero Tolerance Policy
Racist, Vulgar & Derogatory Language
CJSL will strictly enforce racist, vulgar, derogatory, threatening, and dehumanizing language across all CJSL and Girls City matches.
League Position
Racist, vulgar, and derogatory language has no place in CJSL. This behavior is strictly prohibited across all matches, sidelines, technical areas, and league environments.
CJSL enforces a zero tolerance standard. Disciplinary action will be applied consistently when such behavior is confirmed, whether through referee reports or supporting evidence submitted to the league.
Not Always Heard
Offensive language may occur outside the referee’s hearing.

Clubs are responsible for players, coaches, and spectators.
Policy Standard
Any expression—spoken, implied, or gestured—that is racist, vulgar, derogatory, threatening, or dehumanizing in nature is prohibited, regardless of language used or intent claimed.
Core Prohibited Conduct
This policy applies to players, coaches, team officials, club representatives, parents, spectators, and any individual connected to a CJSL club.
Racist Language
Words, phrases, gestures, or remarks targeting race, ethnicity, nationality, religion, background, or identity.
Vulgar Language
Profanity or abusive language directed at a person in an aggressive, hostile, threatening, or degrading manner.
Derogatory Language
Any term or expression that insults, demeans, humiliates, mocks, or degrades another person.
Dehumanizing Language
Any comparison of an individual to animals, objects, or degrading references intended to diminish dignity.

How CJSL Enforces This Policy
There are two enforcement tracks: referee-confirmed incidents and evidence-supported incidents not heard by the referee.
Track 1: Confirmed by Referee Report
If racist or discriminatory behavior is reported by the referee, CJSL will enforce the disciplinary standard listed in the CJSL Player Misconduct Policy.
Required Consequence
- CJSL Supervisory Hearing
- 8-game suspension
- $1,000 club fine

Track 2: Not Heard by Referee, Evidence Provided
A referee not hearing the comment does not dismiss the allegation. CJSL may review and act when evidence is provided.
If Evidence Confirms the Incident
- CJSL Supervisory Hearing
- 8-game suspension
- $1,000 club fine
Evidence may include video, audio, witness statements, club reports, parent reports, referee follow-up, screenshots, written admissions, or other supporting documentation.
Club Responsibility
Clubs are responsible for the conduct of their players, coaches, team officials, parents, and spectators before, during, and after matches.
If the individual responsible cannot be identified, CJSL may still discipline the club for failure to control participants or sidelines.
Reporting & Review Process
All incidents must be submitted through the official CJSL Game Incident Report.
Submit Report
Use the Game Incident Report under Game Forms and include as much detail as possible.
CJSL Reviews Evidence
CJSL may review video, written statements, referee input, club responses, and other supporting evidence.
Discipline Issued
If the incident is confirmed, CJSL will enforce the required suspension, hearing, and fine.
